A motor can be operated as a generator under the right conditions however motor design makes lousy generators and generators make lousy motors.
Having said that, small engine setups used to use a motor generator to start the motor and then run as a generator to recharge the batteries. Two coil windings acted for the starter motor while the other two worked for the generator. The generator output flowed through the starter field windings.
Without more details of the 'fan' it is difficult to predict the output at a specific speed.
